Rent Pressure Zone Extension 2025

The Issue

Nationally, rents have continued to grow. But the increases have been greater in areas outside of the Rent Pressure Zones (RPZs), in recent years, causing financial difficulty for many renters. For our Q1 2025 Impact Report, we spoke with Kathleen and Philip, an older couple in their 70s, who were almost forced to leave due to a rent increase that wasn’t affordable for people living on a pension. The couple was among many renters being priced out of the homes outside of RPZs, where there was no cap on rent increases.

The Victory for Renters

RPZs are,  as of June 20th 2025, implemented across the country. This will give financial certainty to those households who, previously, could have been hit with rent increases worth hundreds of euros per month.

Rent increases for everyone must follow RPZ rules, including:

  • Rent can only be increased once in a 12-month period, even between tenancies
  • The increase can be no more  than the rate of inflation or 2%, whichever is lower, and not exceed market rent
  • A Notice of Rent Review must be sent in writing to the tenant and the RTB
